Google Workspace license management

Every person who uses Google Workspace needs a license: one per user, per service, never shared. Licenses are assigned and removed in the Admin console under Billing and Directory > Users, either one by one or automatically for everyone. What a license costs, and when removing one lowers the bill, depends on your plan: on the Flexible plan a removed license is off the next bill, on an annual plan only at renewal. Good license management is mostly a routine: compare what you pay for with what is assigned, and what is assigned with what is used.

How Google Workspace licensing works

At €6.80 to €21.10 per user per month for the Business editions on an annual plan, a license that does nothing is a recurring cost, not a one-off. Google Workspace pricing in euros has the current prices.

Where to manage licenses in the Admin console

What you want to do Where
License one user, or check what they hold Directory > Users, open the user, then Licenses
Assign or remove for several users Directory > Users, tick the users, then More > Assign Licenses or Remove Licenses
License everyone automatically Billing > License settings
Assign in bulk A CSV upload, with the SKU in the New Licenses [UPLOAD ONLY] column (up to 200 users per file; a CSV can't remove licenses)
Change what you buy at renewal Billing > Subscriptions, your subscription, then Renewal options

Managing licenses needs the License management privilege, and changing a subscription's renewal needs Billing management.

Automatic licensing: convenient, and easy to forget

With automatic licensing on, every user without a license for the chosen subscription gets one, and so does every account created later. It takes up to 24 hours to apply, it works for one subscription at a time, and organisational units can have their own setting.

It saves a click per new hire. It also means that every account anyone creates, including info@, a test account or a temporary contractor, takes a paid license without anyone deciding it should. And while automatic licensing is on, you can't remove one person's license by hand.

If you use it, review new accounts regularly. If you don't, assign licenses deliberately when you create a user.

Reassigning a license to someone else

You can't move a license straight from one person to another. Remove it from the first user, then assign it to the second, and allow up to 24 hours before the freed license can be given out again.

Before you remove a license, decide what happens to that person's data: Google warns that removing a license can lose it. To keep a leaver's mail and files, archive the account instead, which moves it to an Archived User license and frees the full one.

Add-ons follow their own rules: removing one, or deleting a user who holds one, partway through a month can still cost the full month, and reassigning it mid-month can mean paying for two that month.

Reducing licenses: Flexible vs annual plans

On the Flexible plan you don't reduce a license count directly: you delete the users who no longer need one, and each deletion lowers the monthly payment. Archiving instead of deleting keeps their data on the cheaper license.

On an annual plan you pay for the number of licenses you committed to, for the whole year, and you can't assign more than you bought. Removing users mid-term frees licenses for new hires, but the payment stays the same until renewal. To pay for fewer from the next term:

  1. In Billing > Subscriptions, open your subscription.
  2. Next to Renewal options, click Change and choose Auto-renew my contract with fewer licenses.
  3. Before the renewal date, delete the accounts you no longer pay for, or move them to an Archived User or Cloud Identity license.

On the renewal date the commitment renews for the number of user accounts you have that day. That makes the weeks before renewal the moment that decides the next year's bill.

A license management routine

A short check once a month, and a careful one before each annual renewal, catches most waste:

  1. Paid vs assigned. Compare how many licenses you pay for with how many are assigned. On an annual plan the difference is money for nobody.
  2. Assigned vs used. For each licensed user, check real activity in Gmail, Drive and Chat over the last 90 days, not only the last sign-in. How to find unused Google Workspace licenses walks through it.
  3. Suspended accounts. Google bills a suspended user like an active one. Archive or delete.
  4. Shared mailboxes. info@ or office@ on a paid license can usually be a Google Group or an alias.
  5. New accounts. With automatic licensing on, check what was created since last time.
  6. The edition. If the organisation's pooled storage and meeting needs fit a smaller edition, the step down applies to every license.
  7. Before renewal. Settle the list a month or two ahead, then renew with the number you need.

Questions

Can two people share one Google Workspace license? No. Google states that multiple users can't share a single license, even if they don't use all of the tools. Use a Google Group or an alias for a shared address instead of a shared account.

Does removing a license delete the user's data? It can: Google warns that removing a license might lose the user's data. Archive the account to keep it, or transfer the files and mail before deleting.

Why can't I give a freed license to a new hire straight away? After you unassign a license, it can take up to 24 hours before you can assign it again.

Can I reduce licenses mid-contract on an annual plan? You can remove users, but you keep paying for the committed number until renewal. Set the subscription to renew with fewer licenses and reduce the accounts before the renewal date.

What is the difference between suspending, archiving and deleting a user? Suspending blocks sign-in and still costs a full license. Archiving keeps the data on a cheaper Archived User license. Deleting removes the account, and its license with it, after you have transferred whatever you need to keep.
